กองทัพบก ย้ำมีหลักฐานชัดเป็นทุ่น PMN-2 ที่เพิ่งลักลอบติดตั้ง

       กองทัพบก โต้กัมพูชาปฏิเสธเหตุทหารไทยเหยียบทุ่นระเบิด ย้ำมีหลักฐานชัดเป็นทุ่น PMN-2 ที่เพิ่งลักลอบติดตั้ง เรียกร้องยุติการเผยแพร่ข้อมูลเท็จและปฏิบัติตามข้อตกลงหยุดยิง–อนุสัญญาออตตาวา จากกรณี พล.ท. มาลี โสเจียตา โฆษกกระทรวงกลาโหมกัมพูชา แถลงปฏิเสธเหตุการณ์ทหารไทยได้รับบาดเจ็บจากการเหยียบทุ่นระเบิด เมื่อวันที่ 12 สิงหาคม 2568 บริเวณปราสาทตาเมือนธม ซึ่งส่งผลให้กำลังพลฝ่ายไทยได้รับบาดเจ็บสาหัส

       พลตรี วินธัย สุวารี โฆษกกองทัพบก กล่าวว่า “ฝ่ายไทยยืนยันอย่างชัดเจนว่า กัมพูชายังคงมีทุ่นระเบิดอยู่ในครอบครองจำนวนมาก และได้ลักลอบนำมาวางในพื้นที่ต่าง ๆ ตามแนวชายแดนไทย–กัมพูชา เพื่อมุ่งทำร้ายฝ่ายไทย ทั้งที่กัมพูชาเป็นภาคีอนุสัญญาห้ามทุ่นระเบิดสังหารบุคคล และได้ให้สัตยาบันตั้งแต่ปี พ.ศ. 2542 แต่กลับนำมาใช้ซ้ำแล้วซ้ำเล่าในหลายเหตุการณ์ที่ผ่านมา จากการตรวจสอบอย่างละเอียดของฝ่ายไทย พบว่าทุ่นระเบิดที่ใช้ในเหตุครั้งนี้เป็นชนิด PMN-2 ซึ่งเป็นแบบเดียวกับที่พบในหลายพื้นที่ที่กัมพูชาลักลอบติดตั้งเพื่อทำร้ายกำลังพลไทยมาโดยตลอด ข้ออ้างของกัมพูชาว่าพื้นที่ดังกล่าวยังคงมีวัตถุระเบิดตกค้างจากสงครามในอดีต เป็นเพียงการปฏิเสธที่ขาดน้ำหนัก เนื่องจากหลักฐานเชิงประจักษ์ในทุกจุดเกิดเหตุชี้ชัดว่า พื้นที่โดยรอบบริเวณที่เกิดการเหยียบทุ่นระเบิดจะพบการวางทุ่นระเบิด PMN-2 อีก 3–5 ลูก ในสภาพที่เพิ่งถูกติดตั้งใหม่อย่างชัดเจน ทั้งที่หากเป็นทุ่นเก่าจากสงครามในอดีต จะเป็นชนิดอื่น ไม่ใช่ทุ่นระเบิดแบบ PMN-2

       ฝ่ายไทยจึงขอเรียกร้องให้กัมพูชาหยุดเผยแพร่ข้อมูลอันเป็นเท็จต่อสาธารณะ ทั้งที่มีหลักฐานยืนยันชัดเจน เพื่อความเป็นธรรมต่อผู้รับฟังข่าวสาร และเพื่อหลีกเลี่ยงการละเมิดข้อตกลงหยุดยิง ตามมติคณะกรรมการชายแดนทั่วไป (GBC) กัมพูชา–ไทย เมื่อวันที่ 7 สิงหาคม 2568 ข้อ 9 ซึ่งกำหนดให้งดเว้นการเผยแพร่ข้อมูลเท็จหรือข่าวปลอม

       นอกจากนี้ ขอให้กัมพูชาปฏิบัติตามเจตนารมณ์ของข้อตกลงหยุดยิงอย่างเคร่งครัด และยุติการใช้อาวุธทุ่นระเบิดสังหารบุคคลต่อฝ่ายไทย ซึ่งไม่เพียงเป็นการละเมิดข้อตกลงหยุดยิง แต่ยังเป็นการฝ่าฝืนอนุสัญญาออตตาวาอย่างชัดเจน

       ทั้งนี้ กองทัพบกยืนยันที่จะดำเนินการแก้ไขปัญหาด้วยสันติวิธี ภายใต้หลักกฎหมายระหว่างประเทศ กฎบัตรสหประชาชาติ และกติกาสากล”

       The Royal Thai Army Disputes Cambodia’s Denial of Thai Soldier Landmine Incident, Emphasizes Clear Evidence of Newly Installed PMN-2 Mines, and Calls for an End to Disinformation and Compliance with the Ceasefire Agreement and Ottawa Convention

       Following the incident where Lieutenant General Mali Socheata, spokesperson for the Cambodian Ministry of Defense, issued a statement denying the occurrence of Thai soldiers being injured by stepping on landmines on 12 August 2025 in the area of Ta Muen Thom Temple, which resulted in serious injuries to Thai personnel Major General Winthai Suvaree, Army spokesperson, stated that

       “The Thai side confirms that Cambodia continues to possess a substantial number of landmines and has clandestinely deployed them in various areas along the Thai-Cambodian border with the intent to harm Thai forces, despite Cambodia being a party to the Convention on the Prohibition of Anti-Personnel Mines and having ratified it since 1999, yet repeatedly using such weapons in numerous past incidents.

       Following a thorough examination by the Thai side, it was found that the landmine used in this incident was a PMN-2 type, identical to those discovered in multiple areas where Cambodia has secretly installed them to harm Thai personnel consistently.

       Furthermore, Cambodia’s claim that the area still contains unexploded ordnance remnants from past wars lacks substance, as empirical evidence at every incident site clearly indicates that areas surrounding landmine detonation sites reveal the placement of 3-5 additional PMN-2 landmines in conditions that are clearly newly installed. If these were old mines from past wars, they would be of different types, not PMN-2 landmines.

       The Thai side therefore calls upon Cambodia to cease disseminating false information to the public, despite clear confirming evidence, for the sake of fairness to news recipients and to avoid violating the ceasefire agreement pursuant to the resolution of the Cambodia-Thailand General Border Committee (GBC) dated 7 August 2025, Article 9, which stipulates refraining from disseminating misinformation or fake news.

       Additionally, it is requested that Cambodia strictly comply with the spirit of the ceasefire agreement and cease the use of anti-personnel landmine weapons against the Thai side, which not only constitutes a violation of the ceasefire agreement but also clearly contravenes the Ottawa Convention.

       The Royal Thai Army affirms its commitment to resolving problems through peaceful means under the principles of international law, the United Nations Charter, and international norms.”
