กรมควบคุมโรค ตรวจความพร้อมการคัดกรอง “โรคติดเชื้อไวรัสนิปาห์” รับมือผู้เดินทางจากพื้นที่เสี่ยง

         26 มกราคม 2569 นายแพทย์มณเฑียร คณาสวัสดิ์ อธิบดีกรมควบคุมโรค ตรวจเยี่ยมด่านควบคุมโรคติดต่อระหว่างประเทศ ท่าอากาศยานสุวรรณภูมิ เพื่อติดตามความพร้อมในการดำเนินมาตรการคัดกรองและป้องกันโรคติดเชื้อไวรัสนิปาห์ (Nipah Virus) ในผู้เดินทางที่มาจากรัฐเวสต์เบงกอล ประเทศอินเดีย ซึ่งเป็นพื้นที่ที่มีรายงานการระบาดของโรค เพื่อป้องกันการนำเชื้อเข้าสู่ประเทศไทยและสร้างความมั่นใจด้านความปลอดภัยทางสาธารณสุขแก่ประชาชน

          อธิบดีกรมควบคุมโรค กล่าวว่า กรมควบคุมโรคให้ความสำคัญกับการเฝ้าระวังโรคติดต่อที่มาจากต่างประเทศ โดยเฉพาะไวรัสนิปาห์ซึ่งเป็นโรคติดต่ออันตราย จึงได้กำหนดมาตรการควบคุมโรคที่รัดกุม ครอบคลุมตั้งแต่ก่อนเดินทาง ระหว่างการเดินทาง และเมื่อเดินทางถึงประเทศไทย เพื่อให้สามารถปฏิบัติได้จริงในทุกขั้นตอน

          พร้อมย้ำว่า กรมควบคุมโรคจะติดตามสถานการณ์การระบาดของโรคติดเชื้อไวรัสนิปาห์อย่างใกล้ชิด และพร้อมปรับมาตรการให้สอดคล้องกับสถานการณ์ พร้อมขอความร่วมมือจากสายการบิน ท่าอากาศยาน และประชาชนผู้เดินทางจากพื้นที่เสี่ยง ให้ปฏิบัติตามคำแนะนำของเจ้าหน้าที่ และสังเกตอาการสุขภาพของตนเองอย่างต่อเนื่อง เพื่อร่วมกันป้องกันการแพร่กระจายของโรคในประเทศไทย

          ด้าน นายแพทย์โรม บัวทอง ผู้อำนวยการกองด่านควบคุมโรคติดต่อระหว่างประเทศและกักกันโรค เปิดเผยว่า กรมควบคุมโรคได้กำหนดมาตราการสำหรับสายการบินและท่าอากาศยานที่ให้บริการเที่ยวบินจากพื้นที่ระบาด แบ่งออกเป็น 3 ระยะ ได้แก่

มาตรการก่อนและระหว่างการเดินทาง

• • • ให้ลูกเรือและเจ้าหน้าที่ที่ปฏิบัติงานที่มีการระบาดของโรคติดเชื้อไวรัสนิปาห์ สวมอุปกรณ์ป้องกันโรคตามคำแนะนำของกรมควบคุมโรค
    • หากพบผู้โดยสารจากพื้นที่เสี่ยงมีไข้สูงหรืออาการทางเดินหายใจ ระหว่างการเช็กอินหรือขึ้นเครื่อง ต้องให้ผู้โดยสารแสดงใบรับรองแพทย์สำหรับการเดินทาง (fit to fly certificate)
    • ระหว่างการเดินทาง หากพบผู้โดยสารมีอาการป่วย ให้ผู้โดยสารนั่งอยู่ในที่นั่งตัวเอง ไม่เปลี่ยนที่นั่ง และแจ้งหอบังคับการบินทันที เพื่อประสานด่านควบคุมโรคระหว่างประเทศปลายทาง
    • ให้สายการบินแจกแบบฟอร์ม ต.8 (Health Declaration) แก่ผู้โดยสารทุกคนจากพื้นที่ที่มีการระบาด และกรอกข้อมูลให้แล้วเสร็จก่อนเครื่องลงประเทศไทย

มาตรการเมื่อเดินทางถึงประเทศไทย

• • • ผู้โดยสารต้องยื่นแบบฟอร์ม ต.8 (Health Declaration) ต่อเจ้าพนักงานควบคุมโรคติดต่อประจำด่านควบคุมโรคติดต่อระหว่างประเทศ ก่อนผ่านด่านตรวจคนเข้าเมือง
    • ตรวจสุขาภิบาลอากาศยานทุกเที่ยวบินจากพื้นที่ที่มีการระบาดโรคติดเชื้อไวรัสนิปาห์ และกรณีพบผู้ป่วยสงสัย ต้องทำการฆ่าเชื้อเครื่องบินก่อนทำการบินต่อ
    • กำหนดหลุมจอดเฉพาะสำหรับเครื่องบินที่มาจากพื้นที่โรคระบาดของเชื้อไวรัสนิปาห์ พร้อมจัดพื้นที่คัดกรอง ห้องแยกโรค เส้นทางส่งต่อผู้ป่วย และการจัดการสัมภาระ
    • สายการบินต้องส่งข้อมูล Passenger Manifest และ General Declaration Form ให้กับด่านควบคุมโรคติดต่อระหว่างประเทศ

มาตรการกรณีการส่งต่อผู้ป่วยข้ามประเทศ

• • ผู้ป่วยโรคใด ๆ ที่ส่งต่อข้ามประเทศจากอินเดียและบังกลาเทศ ซึ่งเป็นประเทศที่มีรายงานผู้ป่วยโรคติดเชื้อไวรัสนิปาห์ และมีความประสงค์จะเข้ามารักษาในไทย ต้องตรวจหาเชื้อไวรัสนิปาห์ด้วยวิธีตรวจหาสารพันธุกรรม (PCR) จากโรงพยาบาลต้นทางก่อนเข้าประเทศทุกครั้ง และให้โรงพยาบาลที่รับผู้ป่วยประสานด่านควบคุมโรคติดต่อระหว่างประเทศอย่างใกล้ชิด

         ทั้งนี้ มาตรการดังกล่าวเริ่มบังคับใช้ตั้งแต่วันที่ 26 มกราคม 2569 เวลา 00.01 น. เป็นต้นไป ตามพระราชบัญญัติโรคติดต่อ พ.ศ. 2558 โดยผู้ใดฝ่าฝืนหรือไม่ปฏิบัติตามคำสั่งของเจ้าพนักงานควบคุมโรคติดต่อ มีโทษปรับไม่เกิน 20,000 บาท หากมีข้อสงสัยสามารถสอบถามข้อมูลเพิ่มเติมได้ที่ สายด่วนกรมควบคุมโรค 1422

Guidelines for Airlines and Airports Serving Flights from Nipah Virus Epidemic Areas

          • Airlines must inform flight crew operating routes to/from Nipah virus epidemic areas along with Ground staff working in these areas to wear personal protective equipment in accordance with the Department of Disease Control (DDC) guidelines.
          • During check-in or boarding, passengers arriving from epidemic areas who have a high fever or respiratory symptoms must present a medical fitness-to-fly certificate.
          • During flight operations, if a passenger shows symptoms of illness, the passenger must remain seated and avoid moving around the cabin. The airline must immediately notify air traffic control so that coordination can be made with the port health and quarantine authority to prepare for appropriate passenger management upon arrival. These measures are effective from 26 January 2026 at 00:01 (Thai time).
          • Airlines must distribute Form T.8 (Health Declaration) or QR link for online registration to all passengers on flights arriving from Nipah virus epidemic areas either official document (hard copy) or electronic QR code. Passengers must complete the form or online platform before landing in Thailand and submit document or show QR code to port health and quarantine officers after disembarkation at the gate before immigration clearance. This requirement is in accordance with Section 39 of the Communicable Disease Act B.E. 2558 and is effective from 26 January 2026 at 00:01 (Thai time).
          • Aircraft arriving from Nipah virus epidemic areas must be sanitized which supervised by port health and quarantine officers if a suspected Nipah virus case is identified on board. These measures apply from 26 January 2026 at 00:01 (Thai time).
          • If a suspected Nipah virus patient is found on an aircraft, the airline must disinfect the aircraft before its next flight, following the instructions of quarantine officers at the international airport. This requirement is effective from 26 January 2026 at 00:01 (Thai time).
          • Airports receiving flights from Nipah virus epidemic areas must designate specific parking bays for these aircraft, as directed by quarantine officers at the international airport.
          • Airports must prepare appropriate facilities for managing symptomatic passengers from epidemic areas, including isolation rooms, patient transfer routes, baggage handling procedures, and separate inspection areas.
          • Screening areas must be established at points of entry for travelers arriving from Nipah virus epidemic areas.
          • Airlines must submit Passenger Manifest and General Declaration forms to the international disease control checkpoint via email or as official documents.
          • Patients referred for medical treatment in Thailand from India or Bangladesh—countries with reported Nipah virus cases—must undergo Nipah virus testing using genomic detection (PCR) before entry. Private hospitals receiving such patients must coordinate closely with the port health and immigration authorities at the airport.
         • Airlines and airports must continuously monitor updates and announcements from the Ministry of Public Health regarding epidemic areas and any changes to control measures.
          • Under Section 51 of the Communicable Disease Act B.E. 2558, any airline which fails to comply with or obstructs orders issued by port health and quarantine officers under Section 39 shall be liable to a fine of up to 20,000 Baht.
